我觉得这句话整体上有问题,应该改一改,改成：In the global economy ,a new drug for cancer,__when____ discovered,will create many economic possibilities around the world.
因为后面有一个will,表示将来,也就是说这个药还没被发现,所以填when,表示当其被发现时.去掉it is是因为it is在这里显得罗嗦.
补充：你这样给了wherever这个选项,就讲的通了,不管这个药在哪里被发现,都可以创造.
如果是选择题的话就要比较四个选项,which和whichever是绝对不行,as不能说是错误,只能说太不恰当,wherever就顺畅得多.

整句是虚拟的条件，解药并未研制出来，所以不能用as
if不可以，只能if is discovered，刚才看错了，嘻嘻
句子的意思是
在全球经济环境下，无论人类在地球上哪个地方研发出了一种新的癌症解药，这都将创造出大批全球性的经济价值可能性。强调的是全球性经济的功能

个人认为应填if，当然楼上说的when也make sense
其次我觉得题目有点问题，drug一般指毒品、麻药，或多指含有麻醉成分的药。在没有解释清楚之前，medicine最合适。drug易造成学生理解错误、对学生形成正确的英语语感也不好。
翻译（填if）：在全球经济中，如果一种新型抗癌药品被研发出来了，那么更多的经济可能性也会随之在全球各地产生。
