因为used to be 里面已经有Be动词了 你再来一个are不是重复了么，而且过去常有，你用的are是现在时的Be动词啊

如果是there are used to be意思就变了,说实话，我还很少看见这种用法。there used to be的意思是过去那里曾经有...(但现在没有了).
