区别与must和have to类似,
imperative是强制性的,受客观因素驱使；
necessary是有必要的,偏重于主观因素.
imperative是比较书面化的词语，多用于合同、法律等正式场合或学术文章之中；而necessary则是比较普通的词语，口语或者非正式文件中都可以使用。
例如在法律文件或政府公文中用It is imperative that the new law should be implemented（应该实施新的法律）就要比It is necessary to implement the new...
